Moueen qualified as a lawyer in Iraq in 1980 and joined Lutfi and CBP in 2000 as an advocate. Moueen practised before all levels of courts in Iraq prior to moving to the UAE.

Moueen is considered one of the top litigators in Dubai and the UAE generally, having appeared in several celebrated commercial and civil litigations and arbitrations.

Moueen is the author of "Principles, Rules and Regulations of Arbitration in the United Arab Emirates" 2003 available in CD from Dubai High Court. He is a duly licensed arbitrator in Dubai and acts as general adviser to a number of UAE organisations on arbitration law and practice. He is widely experienced in UAE and Iraqi laws and has conducted litigation and arbitration throughout the UAE and GCC.
